A Windows Installer Error occurs when you try to install or uninstall an
application and get an error message such as “The Windows Installer
Service could not be started.” You may also see an error code of 1,000
or greater. The Installer Service is a component of the Windows
operating system that manages the installation/uninstallation
configuration of an application. Errors can occur when the Windows
Installation Service has been accidentally disabled or if it has been
installed incorrectly. There are several relatively easy ways to fix
Installer errors.
Upgrade to a newer version.
Often, Installer errors can be fixed by installing the newest version of
the service.

Start Internet Explorer. Go to http://msdn.microsoft.com/downloads.
On the left, choose “Settings and System Administration” and click
on “Setup”.

Choose “Windows Installer” and then choose your operating system.

Click on the download button to download the latest version onto
your computer.
Un-register and Reregister Windows Installer.
You may be able to get Windows Installer running correctly by changing
the registration.

Go to Start and then Run.

In the box, type in: msiexec /unreg and then press Enter.
This will unregister Windows Installer.

Now go to Start and then Run again.

In the box, type in: msiexec /regserver and press Enter. This
will reregister Windows Installer.
Use the Windows Installer Cleanup Utility
Microsoft offers a Cleanup Utility which can remove all traces of an
application or component, so that a new version can be installed
cleanly. This program will remove installation files, not the program
itself, but can help if the program is partially installed or damaged.

The CleanUp Utility is available at the Microsoft Web site.

Once the program is downloaded, you can select the programs that are
affected and use it to uninstall the files.

After all traces of the program have been cleaned, you can go to
Microsoft and download the latest version.
Enable the Windows Installer
It’s possible that the Windows Installer Service has been accidentally
disabled, which will cause error messages. You can enable the Service
which should allow the program to run.

Go to Start and then Run.

In the box, type in: services.msc and press Enter.

Find the Windows Installer and click on it.

If the value in the Startup Type is set to Disabled, click on the
drop down box and change it to Manual.
Empty the System and User Temp Folder
You may be able to get the error removed by emptying some of the temp
folders in the system.

Go to Start and then Run. Type in: %systemdrive%\temp. Find
the folder and empty the contents.

Do the same for: %systemdrive%\%windir%\temp and systemdrive%\Documents
and Settings\%username%\Local Settings\Temp
If you have tried all of these methods and still get an error message,
it may be time to get some professional tech help. There are a few ways
to alter the Windows Installer in the registry, but this should only be
attempted by someone who is confident in their skills.
